The current Strategy on Countering Extremism and Terrorism in the Republic of Tajikistan 2021-25 acknowledges the importance of a close cooperation between state and civil society actors. In practice, however, this cooperation still needs improvement. A lack of mutual knowledge and understanding about roles and responsibilities of governmental and civil society actors in preventing and countering extremism and terrorism need to be overcome. Effective information and communication channels are missing, and a culture of trusted communication and cooperation needs to be built.
GIZ PREVECA project, funded by the German Foreign Office, in cooperation with the General Prosecutor’s Office, initiated an event on April 24-26 to overcome these gaps. The main objective of the event was
- to improve mutual knowledge and understanding of roles and responsibilities of state and civil society organizations in preventing and countering extremism and terrorism
- to enter into a dialogue and
- to start building trust.
On 24 April 2024, 20 representatives from governmental ministries and agencies from the Secretariat for coordinating the national Strategy, and 20 representatives from civil society organizations met in Hotel Rumi, Dushanbe. Civil society organizations (CSO) were identified through a network of CSO working on preventing and countering extremism and terrorism. On April 25-26, a subsequent training on public relations and risks posed by extremist internet content was conducted for the CSO.
